The Carter Doctrine
Even though the "Carter doctrine" was created during the Cold War, it's rationale was best used to support President Bush's Persian gulf intervention. Carter stated that it is the United States' responsibility to intervene in the Persian Gulf if "American economic rights are threatened" ("Carter Doctrine").
"The Carter Doctrine was a policy proclaimed by President of the United States Jimmy Carter in his State of the Union Address on January 23, 1980, which stated that the United States would use military force if necessary to defend its national interests in the Persian Gulf region."
("Carter Doctrine").
