From George Washington's policy of non interference in other nations, to George W. Bush's preemptive strike doctrine, the responsibility of the United States to intervene to protect the rights of other nations and itself has long been controversial. The Atlantic Charter which originally had an optimistic view of America's influence on the political and economic development of other nations has run into frustration in imposing American beliefs on nations which do not share the same cultural economic and political background.
